The Heian Shrine was built in 1894 to commemorate the 1100th anniversary of the founding of the city of Kyoto. The shrine is dedicated to the emperors Kanmu (r. 781–806), in whose reign the city was established, and Kōmei (r. 1846–67), the last emperor in Kyoto. Here Hasui emphasizes the solemnity of this two-story sacred building and suggests the power of faith and rituals. The snowy scene’s silence is broken only by the crunching footsteps of approaching worshippers.
